Install clang in the publish workflow and use it for host-side C dependencies while keeping musl-gcc for linux-musl-x86_64 outputs. This avoids the GCC 14 internal compiler error seen when the lab installer builds ring.

Use hero_skills main to install lab for publish workflows so hero_videos releases are not blocked by a broken hero_skills development branch. The branch being built still controls the output release tag.
