docs: add proxy-compatible URL requirements for HTTP services ... c7ea1a82a1

Add §5 Proxy-Compatible URLs section documenting the <base> tag
detection pattern, relative URL rules, and BASE_PATH usage that
all _http services must follow to work behind hero_proxy.
