feat: Add mycelium package to workspace
- Add the `mycelium` package to the workspace members.
- Add `sal-mycelium` dependency to `Cargo.toml`.
- Update MONOREPO_CONVERSION_PLAN.md to reflect the addition
and completion of the mycelium package.
