Set Issues for Each Website Repos #27

Situation

As a common practice, we set issues button on each repo
Then on the circle_web_presence project/repo, we can track the issues
This is easier for people maintaining their repos: they see current issues + pull requests.

TODO

This applies for tf9 but could apply for other repos:
- https://git.ourworld.tf/tfcoop/www_tf9_new

As discussed with @sashaastiadi, we have many websites, so we can set issues on each repos that links to the aggregator link (e.g. Web_TODOS: https://git.ourworld.tf/tfgrid/circle_web_presence/projects/35).

In this case, we would use External Issue Tracker in the image above.

To do this, we can simply set it as such:

Need to do this for all websites. Make sure the issues go to the web presence circle and there we can manage everything and make sure no repos are left behind!
