- GEP Procedures update

- GEP voting process
  - make a forum post
  - invite community to discuss why we need token-based voting
    - we want everyone to be able to vote
    - we need to take into account feedback
      - vote with hardware wallet
        - very hard to implement
  - farmers have the total power of vote
    - we ask them to stop having the power
