Per-service fleet update: update one service across all instances in an organization #293

Today we can update every service on a single member instance, and we can update all member instances at once. What is missing is updating one specific service across a whole group. We should be able to pick a single service (for example Kimi) and update only that service on every member instance of an organization, without touching the other services and without going instance by instance. The use case: when one app ships a fix, roll just that app out to all members of an organization in one action. So the control is: choose a service, choose an organization (or all instances), and update only that service everywhere it runs. To pick up later.
