Recovery of valuable UI work from closed PR #8, ported to the new workspace layout.

Changes

Maximize fix — maximized windows no longer overlap toolbar
Window cascade wrapping — prevents windows going off-screen
Theme from display_mode — islands receive actual theme instead of hardcoded "dark"
System menu dropdown — gear icon opens dropdown (settings/theme/tile/cascade/close-all/about/logout) with confirmation dialogs
Mobile UX polish — dock scroll, hide clock on mobile, no auto-launch, CSS variables
Context refresh — re-fetch contexts when opening dropdown
Smoke tests + Playwright E2E — test infrastructure for CI

Closes dead notifications bell (replaced by system menu).
